Description

The U.S. Army Mission and Installation Contracting Command (MICC)-Fort Knox, on behalf of the United States Army Parachute Team (USAPT), intends to award a firm-fixed-price, sole-source contract to Packing With Liz (CAGE: 4XVS7), located in Kempner, TX. THIS IS NOT A REQUEST FOR OFFERS; a solicitation will not be issued. The contractor shall provide all personnel, supervision, and other items necessary to perform Federal Aviation Administration (FAA) Certified Parachute Packing (Rigger Support) services for the USAPT�s Tandem and Competition Teams. The services are critical to the USAPT�s national-level public affairs and recruiting mission. The requirement includes packing state-of-the-art ram-air parachutes to exacting standards, often on short notice and subject to frequent changes. Performance is required at Laurinburg, NC, Homestead ARB, FL, and approximately 25 other offsite CONUS locations, necessitating significant travel and flexibility. The period of performance is for a base year with four (4) one-year option periods, anticipated to begin on or about 1 June 2026. Market research has concluded that Packing With Liz is the only responsible source capable of satisfying the agency�s minimum requirements with the inclusion of the Sources Sought Notice posted on 28 February 2026. The unique combination of requirements�including FAA Senior or Master Parachute Rigger certification, extensive experience with specialized military tandem and ram-air systems, a proven ability to meet a high-volume, high-tempo packing schedule, and the logistical flexibility to support a nationwide mission with 24-hour responsiveness�severely limits the field of qualified vendors.
