Description
The U.S. Nuclear Regulatory Commission (NRC) intends to issue a sole?source modification to increase the maximum value of the FAIMIS Support IDIQ contract 31310023D0003 with CGI Federal Inc. The NRC requires continued operations, maintenance, modernization, and integration support for its Financial Accounting and Integrated Management Information System (FAIMIS), which is built on the proprietary Momentum ERP platform. The NRC�s FAIMIS environment contains extensive agency?specific customizations and proprietary architecture developed and maintained by CGI since 2012. Due to these unique system dependencies, CGI is the only responsible source capable of performing the required emergent follow?on work without causing unacceptable delays, duplication of cost, or significant operational risk. This action is being pursued under the authority of FAR 6.103-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� A Justification for Other Than Full and Open Competition (JOFOC) will be approved and posted in accordance with FAR 6.301. Scope of the Intended Action The NRC anticipates increasing the contract ceiling to support unanticipated requirements associated with: � GO.gov travel system integration � Fee Billing Engine updates � STAQS�FAIMIS interoperability enhancements This follow?on work is necessary to maintain continuity of financial management operations while the NRC develops an acquisition strategy for future FAIMIS support. THIS IS NOT A REQUEST FOR QUOTES OR PROPOSALS No solicitation is available at this time. This notice is issued solely for public transparency in accordance with FAR 5.201 and FAR 6.103-1. The Government does not intend to compete this requirement. Responses Interested parties may submit capability statements demonstrating their ability to perform the required work without unacceptable delay, duplication of cost, or disruption to current FAIMIS operations. Responses must be received within 4 calendar days of this posting and must clearly demonstrate access to the proprietary Momentum ERP architecture and detailed technical knowledge of the NRC�s customized FAIMIS environment. The Government will not reimburse costs incurred for responding to this notice.
