*** Pursuant to FAR 5.202(a) (12), this is a non-mandatory synopsis. This announcement and the subsequent solicitation for this requirement is intended only for sources duly authorized to operate and do business in Brunei, Cambodia, China, Indonesia, Malaysia, Singapore, Thailand and Vietnam as prescribed by DFARS 225.1103(3).*** The NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Singapore intends to issue a solicitation for award of several Multiple-Award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contracts in accordance with FAR Part 15 procedures, to obtain non-personal, Husbanding Services for United States Ships (USS) and United Stated Naval Ships (USNS), to include the Military Sealift Command and United States Coast Guard visiting ALL commercial and military ports located in Region 2 of the U.S. 7th Fleet area of operations (AO), which consists of the FOLLOWING region 2 countries: Sub-region 1 Country of CHINA ports as follows: Hong Kong Sub-region 2 Country of Philippines ports as follows: Cebu Manila Palawan Subic Bay Sub-region 3 Country of Brunei ports as follows: Muara Country of Cambodia ports as follows: Ream Sihanoukville Country of Indonesia ports as follows: Bali – Benoa, Banyuwangi Batam Belawan Jakarta Makassar Maluku Surabaya Country of Malaysia ports as follows: Kemaman Kota Kinabalu Kuantan Kuantan Naval base Langkawi Lumut Penang Port Klang Sepangar Country of Singapore ports as follows: Changi Naval Base Sembawang Country of Thailand ports as follows: Laem Chabang Phuket Sattahip Si Racha Country of Vietnam ports as follows: Cam Ranh Bay Da Nang It is anticipated that Multiple Award Indefinite Delivery Indefinite Quantity, Firm-Fixed-Price contracts (FFP IDIQ MAC) will be issued with an ordering/performance period of 18 months. The applicable North American Industry Classification System (NAICS) for these requirements is 561990 with a Size Standard of $11 million. The corresponding Federal Supply Code (FSC) is R706. The solicitation will be issued as a Request for Proposal (RFP) under full and open competition under solicitation number N40345-17-R-0121 around 15 September 2017 or sooner. The solicitation response time will be no less than 14 days upon issuance. Potential offerors are hereby notified that this synopsis and any amendments and the subsequent solicitation and any amendments to the solicitation will only be available by downloading the documents at Asia Navy Electronic Business Opportunities (AsiaNECO) at website: https://asia.neco.navy.mil/ (until further notice), Federal Business Opportunities (FEDBIZOPPS) at website: https://www.fbo.gov/, and Neco https://www.neco.navy.mil (starting around 15 September 2017 or sooner). Potential offerors are hereby notified that they should register and get an active account in AsiaNECO website to be able to see the solicitation when it is posted to AsiaNECO. The Government is not responsible for any inability of the offerors to access the posted documents. No telephone or FAX requests will be accepted, and no hard-copy solicitation or amendment will be mailed or faxed to Offerors. By submitting a proposal in response to the solicitation, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
