Description

The Contractor shall provide all hardware, software, ancillary equipment, frames, andtraining necessary to deliver nineteen (19) new pop-up targets, a dependable long-range wireless communications network,and a comprehensive remote-control system. Furthermore, the Contractor shall provide upgrade options to integrate and ensure compatibility with existing, on-hand ATA pop-up targets and chassis. Quantity: The Contractor shall deliver nineteen (19) new pop-up targets with all associated hardware. Form Factor: The new pop-up targets must closely mirror the existing ATA "PIT" target design, form factor, and size to ensure seamless fitment into current protected target berms. Power Supply: All target components must be exclusively battery-powered. The Contractor shall provide control devices and software capable of operating the entire target system. Hardware Devices: Two (2) control tablets/pads designated for operator use at the range tower. Three (3) hand-held controllers designated for maintenance personnel. All hand-held and tablet control de-vices must be battery-powered. Software Capabilities: The control software installed on the tablets and hand-held devices must provide the following functionalities from the range tower: Accurate scoring and reporting of target hits. Control of background lighting effects. Selection and triggering of simulated return gunfire indication modes. Realtime reporting and monitorinof target battery power levels. Range and Reliability: The system shall utilize a dependable wireless long-range communications network (e.g.,WIFI) establishing a minimum two (2) mile range between the range tower and the pop-up target placement areas. All targets must be fully functional and controllable at the target location areas. Power Supply: Communications relays and associated network components may be solar-powered or battery-powered. The Contractor shall provide system upgrade options and required hardware/software to make existing, on-hand ATA pop-up targets and chassis fully compatible with the newly provided targets, communications network, and remote control software. Operations & Maintenance: The selected Contractor shall provide comprehensive maintenance and operations training to designated Grand Bay Range personnel.Training will cover routine operations, system troubleshooting, battery/solar maintenance, and software utilization. A site visit will be held on 01 July 2026 at 9:30 AM EST. Interested vendors will meet at the Grand Bay Range - East Gate, Valdosta, GA 31602 (Attachment 2- Location Map). Range personnel will meet parties at the gate entrance, provide a safety briefing and ear protection if necessary, and then proceed with escort to the site. Questions and Answers: Should you have any questions about this requirement, please submit them no later than 2:00 PM EST 08 July 2026, all questions must be emailed to the POCs via a word document or PDF (Attachment 3- Contractor Questions). Answers to all questions will be posted to SAM.gov through an amendment to the solicitation on 13 July 2026. Interested vendors are responsible for monitoring the solicitation for amendments and updates.
