Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in part 12 - Acquisition of Commercial Products and Commercial Services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01; effective March 13, 2026, and the Revolutionary FAR Overhaul (RFO), supplemented by Department of Commerce Acquisition Policy. This solicitation is issued as a Request for Quotation (RFQ). The solicitation number is 1333ND26QNB770225. This procurement is being issued as a 100% small business set-aside. The associated North American Industry Classification System (NAICS) code for this procurement is 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a small business size standard of 750 employees. The PSC Code is 6625: Electrical and Electronic Properties Measuring and Testing Instruments. Background The purpose of this requirement is to procure one Keysight N7747C-STD 2-Channel fiber optical power meter (OFPM) on a brand name only basis. The OFPM will be used for the DARPA Quanet phase 2 integration event to characterize the optical fiber links used in this event. The OFPM will be integrated into an existing quantum network and component measurement suite as a moveable rack-mounted measurement capability. Only the Keysight N7747C-STD-2 is acceptable to ensure compatibility with the existing system. It will assist with NIST�s research on developing a movable measurement test suite for quantum network components and protocol testing, verification, and characterization, as well as DARPA's Quanet phase 2 event. The test suite will be implemented on the DC-QNet infrastructure, with a fiber network dedicated to quantum-optical signal transfer between various quantum network nodes. It is anticipated that a Firm-Fixed Price type Purchase Order will be issued as a result of this combined synopsis/solicitation. Responsible Quoters shall provide pricing for the following line item(s) and in accordance with the Attachment A � Statement of Work (SOW): CLIN Description Total Price 0001 Keysight N7747C High Sensitivity Optical Power Meter (2 Channel) TOTAL INQUIRIES Quoters must submit all questions concerning this solicitation in writing electronically to Jennifer Lohmeier at Hingpan.wong@nist.gov. Questions must be received by or before May 27, 2026 at 11:00 AM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. ELECTRONIC SUBMISSION Quotes must be submitted and received via email to Billy Wong at Hingpan.wong@nist.gov by 11:00 AM ET, Jun 02, 2026 in order to be considered. Failure to submit a complete quote prior to the solicitation closing date and time will render the quote late and unacceptable. To be considered for award, the Quoter must be an �active� registrant in the U.S. System for Award Management (SAM) at time of solicitation close.
