Page 3 of 3 Project No 460-26-010 | Lab and NFS Walk-in Refrigerator Refurbishment Construct Chiller Plant SET-ASDIE 100% FOR SERVICE-DISABLED VETERAN-OWNED BUSINESS ACQUISITION INFORMATION: In accordance with FAR Subpart 5.2 THIS OPPORTUNITY is 100% set-aside for Service-Disabled Veteran-Owned Businesses (SDVOSB) Contractors. This acquisition is conducted in accordance with FAR Part 36 & 14, Invitation for Bid (IFB). Award will be made based on Price only IAW FAR 14 Invitation for Bid procedures. Work to be Performed: -- Services -- PROVIDE: Professional construction services to replace refrigeration system components to ensure reliability, compliance, and operational continuity for the Kitchen, Canteen, and Lab walk-in cold storage units at the Wilmington, Delaware VA Medical Center. -- Project Scope -- GENERAL: The Wilmington, Delaware VA Medical Center operates 4 walk-in refrigerators and 3 freezers in the Kitchen/Canteen, and 1 walk-in refrigerator in the Lab walk-in cold storage units. Systems are showing age-related performance and reliability concerns necessitating assessment and replacement of all system components excluding the walk-in insulated panels. SPECIFICS: The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the project as indicated above. Demolition and replacement of the existing fridge/freezer components shall be included with the exception of the walk-in insulated panels. Removal of current condensing units, evaporators, and line sets. This is not an all-encompassed list. (A crane may be needed for the removal and installation of the condensing units). Installation should include but not limited to new condensing units, evaporators, and line sets for each individual walk-in system. Installation of all necessary electrical controls, including thermostats, defrost controls, fan controls, safety switches, and associated wiring required for the proper operation of each independent refrigeration system. This is not an all-encompassed list. Installation of new door seals on all walk-ins. Contractor shall replace damaged flooring in walk-ins 1328, 1328A, 1330, 1330A, 1314, and 1314A. Contractor shall intergrate the new walk-in controls with our building automation systems to be monitored on the front-end system. Contractor shall remove/add additional condenser pads as required. Contractor shall perform all work during the hours of 7:00 pm 5:30 am. Weekends if necessary. If phasing is required, all work shall be coordinated to minimize disruption to daily functions of the VA campus. Construction activity shall involve all disciplines listed above. All employees of the general contractor and subcontractors shall comply with the VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. The general contractor shall implement the requirements of the VA Infection Control Risk Assessment (ICRA) team, including the establishment and maintenance of a dust control program. Prior to the start of work, the general contractor must prepare a plan detailing project-specific dust protection measure, including periodic status reports, and submit to the COR and Facility ICRA team for review. Submission of a bid is a representation that the bidder has thoroughly investigated general and local site conditions and is satisfied as to the conditions to be encountered, while accomplishing work at the site. All work shall be performed in accordance with the Specifications and Drawings, and shall follow all applicable Federal, State and Local regulations and standards. The maximum time for completion of the project is 180 calendar days after receipt of Notice to Proceed. The full detailed scope of work will be included in the solicitation. The solicitation documents, drawings, and specifications will be available for download from the website https://beta.sam.gov/, SAM.gov, on or about June 5th, 2026. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to SAM.gov website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The solicitation will include the scheduled pre-bid organized site visit information, due date for contractor questions and bid due date. While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer and sent via electronic mail to the Contracting Specialist: Stephen.Gulotta@va.gov by the date specified in the solicitation. No telephonic or fax requests will be honored. The magnitude for this procurement is between $500,000 and 1,000,000. The NAICS Code 236220 with a small business size standard of $45 million. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY26 funds. To be considered for award, all prospective contractors SHALL be registered in the System for Award Management (SAM) Database at www.sam.gov and VETCERT at www.SBA.gov at the time of offer and award. Contractors who do not meet this requirement shall not be considered and bid immediately rejected. SDVOSB Contractors MUST meet OSHA/EPA requirements. SDVOSB Contractors MUST be in compliance with VAAR 819.7003. To register in SAM, you may go online at https://www.sam.gov. For OSHA information, you may refer to www.osha.gov. Any updates and changes to the information above will be provided in the solicitation once released and subsequent amendments. Contractors are encouraged to regularly check SAM.gov for any updates regarding this project. The solicitation may be canceled and all offers rejected before award but after solicitation closing date when it is clearly in the best interest of the Government.
