REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT NOTICE AFTERHOURS EMERGENCY SERVICE CALLS HVAC/REFRIGERATION VA FRESNO The purpose of this sources sought is to obtain information in support of Market Research.� Interested vendors are asked to review the attached questions and sample performance work statement (PWS) and provide the following information in their response:� Company Name, Point of contact, Email address� � An Informal Quote� Authorized Distributor Letter� Capabilities Statement� Business Size� UEI Number� Vendor POC information� Any existing IDIQ contracts in which these items can be ordered from (e.g. GSA, NASA SEWP, DLA eCAT, VA SAC, or VA NAC)� If responses to questions 1-8 are not provided, vendor is considered nonresponsive NOTICE: This notice is not an official request for quotes.� Information obtained from this notice may be used to assist the Agency in determining the strategy for obtaining these items/services.� Please note an official request for quote may or may not be released in connection of this notice.� All responses shall be submitted to Rachael.Becker@va.gov� prior to the closing date of this notice.� � � SAMPLE PERORMANCE WORK STATEMENT SEE BELOW Project Name: After-Hours Emergency Service Calls HVAC & Refrigeration Project Number: 570-26-001 Place of Performance: Fresno VA Campus, 2615 E. Clinton Ave, Fresno, CA 93703-2223 Part 1: Project Scope of Work Overview: The contractor shall provide emergency after emergency repair services for the HVAC and refrigeration systems at The Department of Veterans Affairs (VA), VACCHCS Fresno Medical Center. The agency operates 24/7/365, and this contract ensures critical infrastructure remains operational during non-business hours, weekends, and federal holidays. Part 2: Period of Performance (POP): Contract Term: A/C After Hours FY 26 6/1/26 - 5/31/27 A/C After Hours FY 27 6/1/27 - 5/31/28 A/C After Hours FY 28 6/1/28 - 5/31/29 A/C After Hours FY 29 6/1/29 - 5/31/30 A/C After Hours FY 30 6/1/30 - 5/31/31 Part 3: General Information and Requirements: 3.1 The contractor shall provide all tools, materials, equipment, supervision, personnel, and transportation necessary to assure that all services are in accordance with contract and all applicable codes, law, and regulations. 3.2 The contractor shall provide all tools, equipment, and personal protective equipment necessary to complete this project as deemed by industry standards, this SOW, all related specifications, applicable code requirements, and site policy. 3.3 Disposal of all waste and debris is at the contractor s own expense. 3.4 The contractor shall provide quality control of all work conducted and the individual appointed shall be competent and educated/experienced in the field of work this scope encompasses 3.5 All work shall be coordinated with the COR assigned to this project and only commence once approved. 3.6 Schedule: Normal Business Hours: Monday-Friday 7:00 AM 5:00 PM local time After Hours: All other times, including weekends and federal holidays 3.7 Technical Requirements & Tasks: 3.7.1 The Contractor shall provide a designated, monitored telephone number for emergencies. The contractor must return calls within 30 minutes of the initial notification from the Contracting Officer s Representative (COR). 3.7.2 Emergency Calls: The contractor shall have qualified personnel onsite within two (2) hours of receiving notification 3.7.3 Technicians must have appropriate licensing HVAC to perform work in California. 3.7.4 For every after-hours call, the contractor shall submit a report within 24 hours detailing: 3.7.4.1 Time of call received. 3.7.4.2 Time of arrival onsite. 3.7.4.3 Description of the problem and FboNotice cause. 3.7.4.4 Actions taken to rectify the problem. 3.7.4.5 List of parts replaced. 3.7.5 Service calls starting during normal hours and extending into after-hours must be billed as overtime for the specific hours worked. 3.7.6 Invoices must clearly distinguish between regular hourly rates and emergency after-hours rates as defined in the contract. Part 4: Detailed Project Scope of Work: 4.1 Prepared to provide 8 hours of weekend service per month. 4.2 Prepare to provide 8 hrs. of service for 2 federal holidays 4.3 Prepare to provide 16 hrs. after-hours service per month. Part 5: Security Requirements 5.1 Security Badge: All personnel must be U.S. citizens and pass federal background checks (Level 5 Public Trust Clearance required for site access). 5.2 Contractor s Badge: Vendor employees and representatives shall always have a company badge or identification visible. 5.3 Physical Security: The vendor shall be responsible for safeguarding their equipment while on government property. Additionally, the contractor shall be responsible for any government equipment, information and property provided for vendor use. Vendors will NOT be provided with a staging area for storage of tools, equipment, material, supplies, and other items. The Government will not be responsible for damage or loss of vendor s property. Vendor is responsible to safeguard its property. 5.4 OI&T Security: Office of Information and Technology (OI&T) certification and accreditation requirements do not apply for this service contract and therefore a Security Accreditation Package is not required. At no time will the vendor be in contact or have access to VA sensitive information, OI&T systems, or the VA OI&T network.
