Description
This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a sole source, Firm-Fixed Price contract with only one source, WebMD Health Corp/The Staywell Co, LLC, to provide Krames on Demand/Custom Content Builder Software as a Service to the Minneapolis VA Medical Center. This contract action is for services for which the Government intends to solicit and negotiate a Sole Source award under the authority of RFO 12.201 1, which permits the use of simplified procedures for commercial acquisitions. This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with RFO Part 5 Publicizing Contract Actions, all responsible sources that feel they can meet the Government s requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested party s bona-fide capabilities for fulfilling the requirement and must include the organization s System for Award Management (SAM) Unique Entity ID (UEI), and the Taxpayer Identification Number (TIN), along with documentation verifying the vendor s authorized distributor/reseller status, if applicable. All offerors must have an active registration in SAM at www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research. All responses must be received by 12:00 PM Central Time on Thursday, May 14, 2026. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold Acquisition Plan Action ID: [REDACTED] Contracting Activity: Department of Veterans Affairs, Network 23 Contracting Office, 316 Robert St N, Ste 506, St. Paul, MN 55101 Requesting Activity: Department of Veterans Affairs, Minneapolis VA Medical Center, One Veterans Drive, Minneapolis, MN 55417 2237: [REDACTED] Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This procurement is for a Base + 4 Option Years contract for Krames on Demand/ Custom Content Builder Software as a Service (SAAS), which is a comprehensive patient education content platform that has the ability to import and edit VA proprietary content collection or build content from scratch, and that provides the ability to edit and customize patient education content. Estimated Amount: [REDACTED] Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Minneapolis VA Medical Center (MPLS VAMC) requires a robust patient education content platform that provides the following: Ability to import and edit VA proprietary content collection or build content from scratch Ability to edit and customize patient education content using a built in editing tool Discharge instructions and video content Integrated content solution and access to the online patient education system Access to the vendor s library of patient education images that can augment any VA content already created or that may be created in the future Accurate, reliable and accessible patient education Market research was conducted (see Section 4 below), and no other solution was identified that provided all of the same characteristics as described in this section. Krames on Demand/ Custom Content Builder Software as a Service (SAAS) is only available through The Staywell CO, LLC. There are no other vendors authorized to provide it. Description of market research conducted and results or statement why it was not conducted: Searches on the SBA Small Business database identified 809 SDVOSB vendors and 926 VOSB vendors performing under NAICS 513210. A Brand Name or Equal Sources Sought for the Krames on Demand/Custom Content Builder Software as a Solution (SAAS) or an equal Patient Education Content Platform was published on 04/29/2026 with a response due date of 05/06/2026 at 12:00pm Central Time. Although one vendor sent in a submission proposing an equal solution, they did not provide answers to all the questions, and the vendor was found to be non-responsive to the sources sought. The conclusion drawn is that no responsive vendors provided information on their capability in regard to providing a Brand Name or Equal product to the Krames on Demand/Custom Content Builder Software As A Service. Only The Staywell Co, LLC, now WebMD Ignite, appears to be capable of meeting the needs of this requirement through the Krames on Demand/Custom Content Builder Software As A Service. A Notice of Intent to Sole Source will be issued and a sole source award will be made to The Staywell Co, LLC to satisfy the needs of this requirement. [REDACTED]
