Notice of Intent to Sole Source Agency: Department of the Interior, Bureau of Reclamation Office: Acquisitions Branch Notice Type: Special Notice Title: Notice of Intent to Sole Source - CEATI Membership Services NAICS Code: 813920 - Professional Organizations PSC Code: U099 - Education/Training - Other Place of Performance: Denver, CO Anticipated Award Date: December 2025 Description The Bureau of Reclamation intends to award a Firm Fixed Price purchase order to the Centre for Energy Advancement through Technological Innovation (CEATI) for membership services. This acquisition supports Administration energy priorities and Reclamation's mission to develop solutions to persistent technical challenges impacting mission-critical operations. Specifically, this procurement will formalize Reclamation's continued partnership with CEATI to advance objectives related to hydropower generation, dam safety, and asset management. Membership Includes the Following Programs: - CLIN 010: Asset Management and Generation Program/Fund - CLIN 020: Dam Safety Technical Program/Fund - CLIN 030: Grounding and Lightning Program/Fund - CLIN 040: Hydraulic Plant Life Technical Program - CLIN 050: Protection and Control Program/Fund - CLIN 060: Station Equipment & Asset Management Technical Program - CLIN 070: Asset Management in Generation Program - CLIN 080: Hydropower Operations & Planning Technical Program Justification CEATI is a member-driven cooperative that delivers value-added services through collaborative solutions to technical challenges impacting Reclamation's mission areas. This procurement continues Reclamation's existing partnership under Order 140R8121P0073, expiring December 2025. CEATI provides: � A forum for accessing key industry best practices and techniques from public and private sector members (representing 165 utilities) and CEATI-employed technical experts. � A cost-sharing model that enables Reclamation to leverage funding and resources from other CEATI members to address technical challenges that would otherwise be cost-prohibitive if pursued independently. � Membership ensures the continuation of critical collaborative projects currently underway within CEATI programs that directly support Reclamation's mission objectives. Terminating participation would result in the loss of prior investments and leave essential deliverables incomplete, impacting hydropower reliability, dam safety, and asset management initiatives. Authority This acquisition is conducted under FAR 13.106-1(b)(1)(ii) and 10 U.S.C. 2304(c)(1) � Only one responsible source and no other supplies or services will satisfy agency requirements. Important Information This is the only notice that will be published. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent to award a sole source purchase order is not a request for competitive offers. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that believe they can meet the Government�s requirements may submit a capability statement for consideration.
