This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this Sources Sought Announcement is for market research only and will be used to help make appropriate acquisition decisions. This is not a solicitation, and this notice shall not be construed as a commitment by the Government to issue a solicitation or award a contract. Any information received as a result of this sources sought does not restrict the Government to any type of solicitation, if one is issued. All inquiries are to be made in writing via email to aminisha.daniel@va.gov by November 04, 2025 at 2:00 PM CST. Description of Requirements: Government is seeking a contractor to provide community-based residential treatment and case management to include supportive housing for twenty-five (25) veterans with substance use disorders for the Southeast Louisiana Veterans Healthcare System (SLVHCS) in New Orleans, Louisiana. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform residential treatment and case management for Veterans participating in the SLVHCS Substance Use Disorder Program (SUD). Responsible sources are encouraged to submit a response to this notice with a statement of interest on a company letterhead. At a minimum, the following information shall be provided: 1. Company Name, address, contact person name, phone number, fax number, e-mail address(s) and System for Award Management (SAM) Unique Entity ID (UEI) number and confirmation that company is registered in SAM. 2. Company GSA/FSS contract number if applicable. 3. Socio-Economic status of business (i.e. Small/Large Business, HUBZone, Service-Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 623220 Residential Mental Health and Substance Abuse Facilities ($19 Million). 4. Provide a capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capabilities. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
