Description

The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to solicit and award a Fixed Price contract on a sole source basis to Safran Electrical & Power (CAGE Code 81640) for the purchase of Alignment Tool, PMA, part number 31610-9120 for a quantity of two (2) in the base and two (2) in the option, in support the NAVAIR CH-53K Program, and for the purchase of Alignment Tool, PMA, part number 31610-9120, quantity of two (2) in an option period, in support of Foreign Military Sales Program Israel, Case IS-P-SCN, for maintenance operations at the O-Level of maintenance for the CH-53K Aircraft. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Safran Electrical & Power, as the sole developer, designer, and manufacturer of the Alignment Tool, PMA, part number 31610-9120, owns the proprietary data and as such is the only source with the knowledge and expertise necessary to manufacture the Alignment Tool, PMA, part number 31610-9120. The Government does not have the technical data or equipment to obtain this item from an alternate source. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
