OVERVIEW This is a Sources Sought Notice issued for market research purposes only. The General Services Administration, Public Buildings Service, is seeking information from qualified contractors regarding capabilities for the "Binghamton First Floor Buildout" project. PROJECT DESCRIPTION Project Title: Binghamton First Floor Buildout Location: Binghamton Federal Building and U.S. Courthouse 15 Henry Street, Binghamton, New York 13901 Scope: Renovation of approximately 3,015 square feet into a Sensitive Compartmented Information Facility (SCIF) Work Scope includes but is not limited to: Demolition work Asbestos abatement (confirmed presence of asbestos-containing materials) New wall construction Hard ceiling installation Doors and associated hardware Casework and woodwork Flooring installation Plumbing systems Electrical systems Information Technology infrastructure Fire protection systems Mechanical work (HVAC) Security Requirements: All work must comply with Intelligence Community Directive 705 and applicable SCIF construction standards. INFORMATION REQUESTED Interested parties should provide: 1. Company Information: Business size/classification (small business certifications) CAGE code and DUNS number Security clearances held Bonding capacity 2. Relevant Experience: Previous SCIF construction/renovation projects (last 5 years) Experience with federal building renovations Projects in occupied federal facilities Asbestos abatement projects in federal buildings Project values, locations, completion dates, and client references Relevant certifications or specialized training 3. Technical Capabilities: Asbestos abatement certification and experience EPA and state licensing for hazardous material removal In-house capabilities vs. subcontracting approach for each trade Experience with specialized security construction requirements Experience coordinating abatement work in occupied federal facilities Quality control and project management processes Safety programs and OSHA compliance record 4. Local/Regional Considerations: Familiarity with Binghamton area suppliers and subcontractors Experience coordinating work in active federal facilities Material storage and staging capabilities Hazardous waste disposal procedures and certifications Security protocols for personnel and materials access 5.
