Description
The NAVSUP Fleet Logistics Center San Diego (FLCSD), Contracting Department intends to solicit for a commercial, firm-fixed-price (FFP) purchase order. This requirement is in support of Naval Postgraduate School (NPS), who requires services to build and maintain a Virtual Machine (VM) environment that will host hands-on exercises pertaining to cybersecurity courses taught at the North Atlantic Treaty Organization (NATO) School Oberammergau (NSO). To be eligible for award, the contractor must meet or exceed all requirements listed in the attached Performance Work Statement (PWS). The Period of Performance will run through 31 March 2026 � 30 September 2031, which consists of one 12-month base period followed by four 12-month option periods, with the option to extend the services for an additional six (6) months. The requisition will be conducted under Federal Acquisition Regulation (FAR) subpart 13.5: Simplified Procedures for Certain Commercial Products and Commercial Services, in conjunction with FAR part 12: Acquisition of Commercial Products and Commercial Services. The applicable North American Industry Classification System (NAICS) code is 611710: Educational Support Services, which has a size standard of $24.0 Million. This procurement will 100% set aside for small businesses under this NAICS code 611710. The complete solicitation, N00244-26-Q-S006, will be available on or around 21 January 2026, and the closing date to submit quotes will be 4 February 2026 at 4:00 PM, Pacific Standard Time (PST). The solicitation will be made available via the System for Award Management (SAM), so contractors shall download the solicitation documents from SAM at the following link: https://www.SAM.gov. Potential contractors are hereby notified that the solicitation, its supporting documents, and subsequent amendments to the solicitation will ONLY be available for download at the above website; this office will not issue hard copy solicitations. All responsible sources may submit a quotation which shall be considered by the agency. By submitting a quotation, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submitting a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on SAM registration requirements via SAM at https://www.SAM.gov.
