Description

The Federal Bureau of Prisons, Federal Medical Center Carswell, Fort Worth, Texas intends to establish Blanket Purchase Agreement (BPA) for a Cosmetology Vocational Training Instuctor which will be in accordance with the Statement of Work. The courses shall be instructed using classroom hours, with 6 hours of instruction per day or up to 30 hours of instruction per week. Course will occur Monday - Friday, 8:00 A.M.-3:00 P.M., excluding federal holidays. Hours may be adjusted to meet the needs of the institution upon agreement with the Supervisor of Education. The BPA is anticipated to extend up to 12 Months from the effective date. The quantity of service required is estimated to be 1,500 session hours for the Performance Period. It is anticipated that the contractor will employ one (1) Cosmetology Vocational Training Instructor to fulfill the requirements. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation, are considered to be the most advantageous to the Government, with past performance and price considered. The NAICS code for this requirement is 611511 - Cosmetology and Barber Schools The applicable Wage Determination for this requirement is WD 2015-5231 Rev. No. 30 dated 07/08/2025. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the Standard specified above. Each offeror�s SAM registration will be reviewed by the Government. All offerors are urged to double check their SAM registration and update as necessary, including the size metrics information.
