Description
The U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) intends to negotiate on a Sole Source basis (IAW FAR 13), with New Light Technologies located 200 Massachusetts Ave. NW Suite 700, Washington, DC 20001, as the only responsible source that is capable of providing an interactive, web-based, cloud-hosted, mapping solution that supports training delivery at the Center for Domestic Preparedness (CDP). The mapping solution must be a geographic information system based on the fictitious Liberty County and its emergency response organizations and resources that are featured in CDP training exercises. The anticipated period of performance is September 21, 2026 � September 20, 2027, plus 4 one-year options, for a total of 5 years. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 540511 with a Small Business Size Standard of $34.0 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Laura Harshbarger, Laura.Harshbarger@fema.dhs.gov. Statements are due by July 24, 2026, 4 PM EST. No phone calls will be accepted.
