Description

NOTICE OF INTENT TO SOLE SOURCE Subject: Notice of Intent to Sole Source Tecniplast Green Line Rodent Caging System Components The Department of Veterans Affairs, Atlanta VA Health Care System (AVAHCS), Veterinary Medical Unit (VMU), intends to award a firm fixed price sole source purchase order to: Tecniplast USA PO Box 1209 West Chester, PA 19380 This procurement is for Tecniplast Green Line rodent caging and rack air handling unit components, required to support the housing of mice and rats within the VMU. These components will convert existing Tecniplast caging transferred from another VA facility at no cost so that it is compatible with the Hydropac water pouch system used at AVAHCS. The requirement also includes a small quantity of replacement and supplementary caging to support daily husbandry operations, census growth, and the retirement of outdated or damaged equipment. Tecniplast caging equipment is proprietary and patented, and only Tecniplast USA can manufacture or provide components that are fully compatible with the existing Green Line rodent caging and rack air handling units in the VMU. No other supplier can provide interoperable parts, conversion components, or warranty supported equipment. As stated in the justification, no other vendor has caging systems or components that can connect to the current Tecniplast infrastructure. Because compatibility with existing Tecniplast systems is mandatory for operational, technical, and warranty reasons, only Tecniplast USA is capable of fulfilling this requirement. Therefore, procurement under FAR 13.106 1(b) (soliciting from a single source under simplified acquisition procedures) is appropriate. THIS NOTICE IS NOT A REQUEST FOR QUOTES No solicitation is available. Any responsible source that believes it can meet the requirement may submit a capability statement no later than 08:00am EST July 14, 2026. All responses must be emailed to Darius Crane at darius.craen@va.gov. Please include in the subject line of your email ATTENTION: RODENT CAGING SYSTEM 36C24726Q0682 . Responses must demonstrate: Proof of authorization from Tecniplast USA to sell proprietary Green Line components. Ability to provide components that are fully compatible with the existing VMU Tecniplast Green Line system. Ability to provide OEM supported warranties and service. Capability statements that do not clearly demonstrate compatibility with the proprietary Tecniplast Green Line system will not be considered. No telephonic inquiries will be accepted.
