Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a contract to Lockheed Martin Aeronautics for the negotiation and award of the procurement for the production and delivery of Block 1 MDCX hardware, software, and related support for the United States Navy (USN) to support the MQ-25 test program through Initial Operational Test and Evaluation (IOT&E), Follow-On Test and Evaluation (FOT&E), and aircraft carrier (CVN) deployments. For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C 3204(a)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of suppliers or services will satisfy agency requirements." Lockheed Martin Aeronautics is the sole designer, developer, and manufacturer of the MQ25A Ground Control Station and therefore, Lockheed Martin Aeronautics is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and techincal understanding of what is required by the contract, resulting in the unique capability to address the interrelated impacts on each other and on the MQ-25A program. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government.
