Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 dated May 12, 2025. This solicitation is 100% set-aside for SDVOSB. Only Veteran Small Business Certification (VetCert) verified and certified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be considered non-responsive and ineligible for award. The VetCert database will be checked both upon receipt of an offer and prior to award. The associated Primary North American Industrial Classification System (NAICS) code for this procurement is 493110; General Warehousing and Storage; Small Business Size Standards; $30 Million. The FSC/PSC is X1GD. The associated Secondary NAICS for this procurement is 484110; General Freight Trucking, Local; Small Business Size Standard; $34 Million. The Secondary FSC/PSC is N071. The Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401 has a requirement for contractors to provide furniture warehousing/storage, assembling, dis-assembling, transportation/delivery services and design services to include, but not limited to drafting scaled furniture drawings in ACAD computer programs, redesign room layouts using specifications and features of standardization furnishing and prepare inventory list of furniture, parts, and hardware to create full room/space assemblies that meet healthcare commercial furniture standards. (see PWS for entire description of services required). This requirement is for a base year and four (4) one-year option periods. Offerors are therefore asked to complete PRICE/COST SCHEDULE-Item Information for each period of performance in their response, and to include a Grand Total for Base Year and 4 one-year Option Periods. Base Year May 29, 2026 � May 28, 2027 Option Year 1 May 29, 2027 � May 28, 2028 Option Year 2 May 29, 2028 � May 28, 2029 Option Year 3 May 29, 2029 � May 28, 2030 Option Year 4 May 29, 2030 � May 28, 2031 The Charleston VA Health Care System will provide furniture plans and facility blueprints for areas involved in this contract will be provided after contract award. A single staff point of contact will be provided to ensure efficient and seamless communication of the contract labor service requests. The number of move trips will vary from month to month and facility to facility and there can be no guarantee of the number of move trips required. Once we have a contract and complete some moves, we will have historical data to track and manage to predict moves.
