The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Backflow Preventer Upgrade project, at the United States Postal Service owned Jersey City MPO 69 Montgomery Street, Jersey City, NJ 07302, Hudson County. Please see attached Summary of Work. The estimated cost of the work is between $3,000,000 and $4,000,000; with construction completion no later than Four hundred (400) calendar days after receipt of the Notice to Proceed. The solicitation will open March 13, 2026 on USPS eSourcing Coupa (see How to Participate below) and close on April 13, 2026. A pre-proposal meeting for this project will be held on March 19, 2026 at 10:00am, (local time) on site. Attendance is not mandatory but is strongly recommended. The Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project within seven (7) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with operations and coordinate all work related to this phased project with the Facility Manager or designee. Note: Successful offeror will be required to submit a Sub-Contracting Plan and Project Specific Safety Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be bound by the Contractor's Screening Requirements. Offerors must familiarize themselves with the requirements of Clause F-102. Complete the form and submit to the email on the form. Once the registration process is complete, the Postal Service will review the entry within seven (7) business days to ensure it is complete and accurate. Upon approval, you will be notified via e-mail of your log-in credentials.
