REQUEST FOR INFORMATION (RFI) Market Research for Project CTGB 162017, Add/Renovate Aircraft Maintenance Shop FAC 453 Reference: Cancelled Solicitation No. FA465425B0001 Response Due Date: 11 February 2026, 4:00pm Local Time Submit To: Cedric Q. Roberts, cedric.roberts@us.af.mil 1.0 PURPOSE This is a Request for Information (RFI) for market research purposes only. This is not a solicitation. The U.S. Government is seeking feedback from industry following the cancellation of Invitation for Bids (IFB) FA465425B0001 for the Add/Renovate Aircraft Maintenance Shop project. The purpose of this RFI is to gather information that may assist the government with identifying and implementing corrective actions to improve the quality and outcome of any future solicitation for this requirement. 2.0 BACKGROUND Solicitation FA465425B0001 was issued for the construction, renovation, and addition of building 453, to include a paint booth. The solicitation was cancelled after bid opening due to a lack of available funds. The Government is now seeking to understand factors that may have influenced the solicitation's outcome, including the level of industry participation and the quality of the technical package. 3.0 INFORMATION REQUESTED The Government is seeking responses to the questions outlined below. Interested parties are requested to respond using the attached "RFI Response Form" Word document. Please provide clear and concise answers based on your firm's assessment. Section A: Industry Participation (The Government seeks to understand factors that may have limited competition.) A-1. If your firm reviewed the solicitation but chose not to submit a bid, what were the primary reasons for this decision? (e.g., project size/complexity, schedule, bonding capacity, CUI NIST requirements, other opportunities, etc.) A-2. Did your firm encounter difficulties in securing interest or quotes from subcontractors for this project? If so, please describe the nature of these difficulties. A-3. From your perspective, what were the most significant barriers to entry or risk factors associated with this project? A-4. What changes to the solicitation's terms, conditions, or structure would make a future opportunity for this project more attractive to your firm? Section B: Technical Package Feedback (The Government seeks to identify areas for improvement in the project's drawings and specifications.) B-1. Did your firm find the drawings and specifications to be clear, complete, and adequate for preparing a competitive and accurate bid? Please explain. B-2. Did your firm identify any ambiguities, conflicts, omissions, or errors within the technical package? If so, please cite the specific drawing sheet or specification section and describe the issue. B-3. Did the technical requirements, including the paint booth specifications, present any unusual construction challenges, risks, or significant cost drivers that you believe could be mitigated? B-4. Do you have any general or specific recommendations that could improve the quality and clarity of the technical package for a future solicitation? 4.0 SUBMISSION INSTRUCTIONS Please use the subject line: "Response to RFI for Project CTGB 162017". Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Notify the Contracting Officer for a DoD SAFE Drop-off Link if you want to send your sumission encrypted but don't have access to send encrypted e-mails to the Department of War.
