Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a Firm-Fixed priced, IDIQ contract with five ordering periods to Cepheid. The GeneXpert system can only be used with the GeneXpert cartridge. Item # Description/Part Number* Qty XPRS4PLEX-10 KIT,IVD,XPRESS,COV-2/FLU/RSV PLUS,10TEST Xpert Xpress CoV-2/Flu/RSV plus Detection and differentiation of Flu A, Flu B, RSV and SARS- CoV-2, which all present with similar symptoms 680 XPRS-COV2-10 KIT,10 TEST,XPRESS COVID PLUS,US-IVD Xpert Xpress CoV-2 plus Qualitative detection of nucleic acid from SARS-CoV-2 with three gene targets for the detection of SARS-CoV-2, providing target redundancy that mitigates impact of genetic mutations. 385 This order is for an IDIQ contract for CEPHEID XPRS-COV2-10 KIT,10 TEST,XPRESS COVID PLUS,US-IVD and XPRS4PLEX-10 KIT,IVD,XPRESS,COV-2/FLU/RSV PLUS,10 TEST supplies. 1. The vendor shall provide testing educational materials and procedures of testing supplies at no additional cost. 2. The vendor shall deliver all testing supplies at no additional Government cost. 3. The vendor shall deliver testing supplies that are according to manufacturer specification, CLIA, FDA and CAP requirements. 4. In the event that requested supplies are on back-order, vendor is to inform COR as to the estimated time of availability. 5. The items on this contract are not on a delivery schedule. The customer will call vendor with order request for items needed. The South Texas VA Health Care System (STVHCS) and Pathology and Laboratory Medicine Service (P&LMS) located in San Antonio, Texas, requests a Vendor to provide XPRS4PLEX-10 KIT,IVD,XPRESS,COV-2/FLU/RSV PLUS,10 TEST and supplies. The vendor must be able to sequester reagent lots so that the lot numbers will be the same throughout the contract year. The vendor must provide confirmation of order same day as order request is received.The vendor must provide tracking information and provide an estimated delivery time. The vendor must be able to provide next-day delivery of the following reagents as needed: The sole source justification submitted by the requesting activity states that Cepheid is the only vendor able to provide this service. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 7 days from the publication of this notice, a contract/order will be issued to Cepheid without any further notice. The proposed contract actions are for services, which the government intends to negotiate with only one source. The anticipated statutory authorities permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed sole source procurement will be made by a pricing agreement with Cepheid
