***Amendment 0002 *** See attached SF30 for details. This is an unrestricted RFP solicitation with the recommendation of other than full and open competition procedures. The statutory authority for this non-competitive action is 10 U.S.C. �3204(a)(3)(A) as implemented by the Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(i), which states full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies in case of a national emergency or to achieve industrial mobilization, which per FAR 6.302-3(b)(1)(iii), may be appropriate when necessary to maintain properly balanced sources of supply for meeting the requirements of acquisition programs in the interest of industrial mobilization. The Government intends to award a single IDIQ contract to Largo Inc. and a single IDIQ contract to U.S. Vanadium LLC. The applicable NAICS code for this action is 325180, Other Basic Inorganic Chemical Manufacturing, with a size standard of 1000 employees. The Defense Logistics Agency Strategic Materials (DLA SM), by and through the DLA Contracting Services Office � Columbus Division 3 (DCSO-C3), intends to solicit and award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Vanadium Pentoxide with a five-year ordering period utilizing Firm Fixed-Price (FPP) delivery orders. This is a solicitation for the acquisition of commercial items using FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 15 (Contracting by Negotiation).
