Description
The Naval Sea Systems Command (NAVSEA) intends to award a follow-on contract for sustainment and modernization for the DDG 1000 Class, hereafter, referred to as the Zumwalt Combat System (ZCS) Sustainment and Modernization (SAM), to Raytheon Technologies (RTX), Missile Defense Systems (RMD), Tewksbury using other than full and open competition pursuant to 10 U.S.C. 3204 (a)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. RMD will be awarded the ZCS SAM contract for efforts to include critical sustainment engineering; design; integration; test and evaluation; software development; modernization design and engineering, system upgrade/replacement/modernization onboard ship and at Land Based sites; logistics product development and distribution; configuration management of the systems and logistics products; and development and sustainment of training systems. The Government intends to award a single contract for this effort with a five (5)-year period of performance (one (1) base year and four (4) option years) to continue sustainment and modernization of ZCS for all three ships currently supported under contract N00024-22-C-5522. The Government anticipates a contract award in Fiscal Year 2027. RTX is the only responsible source capable of meeting the Navy�s requirement for sustainment and modernization of the ZCS without causing unacceptable delay in fulfilling program requirements due to the highly integrated and complex nature of the ZCS, various configuration stages, and the lack of complete Technical Data Package. This notice is not a request for competitive proposals. Interested parties may identify their interest and submit a capability statement to the requirement or submit a proposal, however, information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be received by 3:00 pm EST on 5 January 2026. NOTE: This is a synopsis intended to provide potential offerors with a summary of the subject procurement. This notice is for information only, is subject to modification, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. The Government may utilize support contractors when evaluating any responses provided to this synopsis. If a solicitation is issued in the future, it will be announced via the Sam page located at www.sam.gov and interested parties must comply with that announcement.
