Description

Pre-Solicitation Notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to award a sole source contract with: VECTOR PSYCHOMETRIC GROUP, LLC 847 EMILY LN CHAPEL HILL, 27516 USA SAM UEI: K4ALKNLEDFM5 The Department of Veterans Affairs, NCO 1, intends to award a one-year contract on a sole source basis for the Headache Center of Excellence program at the VA Connecticut Healthcare System, West Haven, CT. This contract will support continued development of Patient Reported Outcome (PRO) measurements and an item bank focused on headache symptoms and impacts important to Veterans. Scope includes: Conducting qualitative studies and interviews with Veterans; Preparing de-identified data and reports; Developing and refining headache measurement models, item banks, and PRO instruments; Leading cognitive debriefing studies and item validation processes; Designing study protocols and recruitment plans; Providing ongoing support for measurement design, psychometric analysis, and project management; Participating in meetings, project tracking, and preparing high-quality deliverables (tables, figures, manuscripts). Deliverables include: Refinement of conceptual and measurement models based on Veteran input; Execution of qualitative cognitive debriefing and wave-based item testing; Ongoing item bank revision and refinement; Development of study protocols and materials for quantitative validation; Advice and consultation on methodology and analysis. The contractor will provide the required parts and labor. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities SAM.gov. The authority for this action is FAR 6.103-1� Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS 541990. The size standard is $19.5 million.
