Update 1 10/22/25 Please see Amendment 0001 which does the following: 1) Incorporate SOW ZAB ARTCC Install Air Curtains- V4.1 2) Extend the Proposal Due Date from 10/24/2025 to 10/29/2025 3) All other Terms and conditions remain unchanged. NOTE: RFI'S ARE POSTED IN THE ATTACHMENT SECTION FOR REVIEW ______________________________________________________________________________________________ **IIJA (Infrastructure Investment and Jobs Act)** INSTALL AIR CURTAINS ALBUQUERQUE (ZAB) ARTCC The Federal Aviation Administration (FAA) has a requirement to INSTALL AIR CURTAINS at ZAB ARTCC 8000 Louisiana Blvd NE, Albuquerque, NM 87109. It is anticipated that a stand-alone contract with Firm Fixed-Price pricing arrangement will be awarded as a result of this solicitation. The NAICS code applicable to this requirement is 238210. The business size standard for this NAICS is $19M in average annual receipts. Contractors must be registered with the System for Award Management (SAM,) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." The FAA reserves the right to review and verify each offerors program eligibility. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. SOLICITATION This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract. As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award. Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. Per 3.2.2.3-63 SITE VISIT (CONSTRUCTION)(JUL 2004), A site visit has been scheduled for October 9, 2025 at 09-10am Local Time at the address below. Please let me know 2 days prior if you wish to attend. This site visit is only to see the actual site and not for answering questions not related to the Statement of Work. Site Visit POC: John Breeden, 505-610-0012- Location: ZAB ARTCC; Meet at Guard Shack Address: 8000 Louisiana Blvd NE, Albuquerque, New Mexico 87109 QUESTIONS All questions regarding the project/specifications/plans must be received in writing via email to Nina.J.Musserf@faa.gov no later than 1 week prior to the scheduled close date to allow for responses to be provided prior to due date for receipt of proposals. INSTRUCTIONS Full instructions for submitting an offer are found in Section L starting on page 52 of the solicitation document. Make sure to complete the following: (a) Completed SIR document with all pricing information in Section B and (b) Representation and certifications in Section K (starting on page 43) marked with acceptable responses. Submit as a complete document. Do not excerpt and consolidate fill-in pages. (c) Completed Experience Questionnaire attached in Section J - OFFERER MUST SUBMIT Two (2) EXPERIENCE INFORMATION FORMS . - All projects submitted FOR ELECTRICAL - OR - HVAC work in a commercial facility must have been underway or completed within the last three years from the closing date of this SIR - Projects must be valued at or over $15,000.00 - All form blocks must be filled in to include Customer POC contact information. ***PROPOSALS THAT DO NOT INCLUDE A COMPLETED SIR DOCUMENT AND COMPLETED EXPERIENCE FORM DOCUMENT WILL NOT BE ELIGIBLE FOR AWARD*** EVALUATION FACTORS Evaluation factors and basis for award are found in Section M on page 58 of the solicitation document. AWARD DECISION The FAA intends to award a contract to the lowest price offeror determined to be eligible for award. The FAA reserves the right to cancel this requirement at any time and without notice.
