Description
Marine Corps Installations-National Capital Region (MCI-NCR) Regional Contracting Office (RCO), Quantico, VA, hereby gives notice of intent to award a purchase order to All-In Solutions, LLC (CAGE Code: 7ML48) , a SBA-Certified Women-Owned Small Business (WOSB) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) subpart 19.107-3(b)(1), The acquisition is assigned a NAICS code in which SBA has determined that WOSB concerns are substantially underrepresented in federal procurement. This procurement is to support the Marine Corps Military Working Dog (MWD) program in moving records from the Working Dog Management System (WDMS) to the new K9 System (K9S). Records consist of all data points pertaining to the life cycles of all MWD, including but not limited to health, training, utilization, and final disposition (death or retirement.) The applicable NAICS code is 541512 - Computer Systems Design Services. Market research has revealed that this contractor is the only source capable of providing the required service. Therefore, the government intends to procure this requirement on a sole source basis from All-In Solutions, LLC. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received by the deadline given with this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the government. Responses shall be emailed to Lauren Frey at lauren.e.frey.civ@usmc.mil no later than 10 March 2026 at 2:00 PM EST. Late responses will NOT be considered.
