Description

This presolicitation notice is for market research purposes only. The requirement is unrestricted in size, however, the primary invitees are representatives of large hotel properties (Contractor); not agents or management firms, located in the Dallas-Fort Worth (DFW) Metroplex or Chicago Metropolitan (ORD) area. The Office of the Comptroller of the Currency (OCC) will be hosting a virtual Presolicitation Conference on Tuesday, March 31, 2026 from 9:00 AM CT to 12:00 PM CT to promote early exchanges of information about the upcoming hotel occupancy for conferencing and lodging (HOCL) requirement. This requirement is anticipated to businesses registered in the System for Award Management (SAM.gov) asserted under the NAICS code 721110 - Hotels (except Casino Hotels) and Motels, pursuant to the Federal Acquisition Regulation (FAR) Subpart 13.5 procedures. The OCC is seeking HOCL Support to include internet, various conferencing rooms with configured [space] layouts, food and beverage services, and a dedicated storage space. Concluding proposal evaluations from the formal solicitation posting, the resulting contract will be a single award to the hotel offering the best value to the Government (OCC). The anticipated HOCL contract will be for a period of 5 years, subject to the availability of funds. During this presolicitation conference, the OCC will describe the scope of work, identify Contractor key personnel and deliverables, share lessons learned from previous hotel conferencing contracts, highlight areas of risks and liabilities associated with hotel leasing (including Vendor-related accidents, data breaches, indemnification clauses). In addition, the OCC will allow time for follow up and general questions regarding the overall scope of work presented, the acquisition strategy and process for the HOCL requirement. See the agenda attachment and draft solicitation documents for specific details. Interested participants are encouraged to review all DRAFT documents, including the Draft RFQ and its applicable attachments and exhibits, for guided details. Interested participants are also required to pre-register using the OCC web link: OCC HOCL Presolicitation Conference (see attached invite) and submit the HOCL Presolicitation Conference Registration Attachment. All eligible hotel representatives will receive a link via email to the virtual meeting location at least 24-hours prior to the meeting start. NOTE: Hotel/Corporate names, Representatives� email addresses, and/or other contact information of the presolicitation industry conference attendees may be made public or elect to share in order to promote opportunities for subcontracting, teaming arrangements, and/or networking. The information provided in this notice is subject to change and is not binding on the Government. Issuance of this notice or a response resulting from this notice will not be considered as an offer and cannot be accepted by the Government (OCC) to form a binding contract, or require the issuance of a solicitation. In addition, the Government is under no obligation to pay direct or indirect costs or charges that arise as a result of Contractor submission of response(s) to this notice or the Government�s (OCC�s) use of such information.
