Description
Justification for Other Than Full and Open Competition Unusual and Compelling Urgency (FAR 6.302-2) The Department of Veterans Affairs intends to award a sole source contract to HEALTHCARE FINANCIAL MANAGEMENT ASSOCIATION (HFMA) for specialized certifications in revenue cycle, accounting and finance, business intelligence, managed care, and physician practice management, which follows all federal accounting Rules and Regulations under FAR 6.302-2, Unusual and Compelling Urgency. Due to unforeseen circumstances affecting patient care, immediate procurement is required to avoid unacceptable delay and risk to patient care/facility operations. The full justification will be below in accordance with FAR 6.305. Background/Description: The Department of Veterans Affairs - KANSAS CITY VA MEDICAL CENTER located at 4801 Linwood Blvd., Kansas City, MO, 64128-2226 requires specialized certifications in revenue cycle, accounting and finance, business intelligence, managed care, and physician practice management, which follows all federal accounting Rules and Regulations to ensure that the HIMS service line does not get impacted and patient care can continue without stoppage. Due to unforeseen circumstances, normal competition processes cannot be followed without unacceptable delays and potential risk to patient care and facility operations. Sole Source Rationale: HEALTHCARE FINANCIAL MANAGEMENT ASSOCIATION (HFMA) is the only known source that can provide the certifications within the required time frame. Impact of Delay: If not acquired immediately, essential services will be disrupted. Delay caused by the competitive process would directly impede the VA s ability to fulfill mission and meet patient needs. Market Research: Efforts were made to find alternative vendors, but the specific certifications required could only be found with HEALTHCARE FINANCIAL MANAGEMENT ASSOCIATION (HFMA).
