Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) 05/18/2026 PRE-SOLICITATION NOTICE Closed Caption Encoder Support Solicitation Number: 36C77626Q0214 This is a Pre-Solicitation Notice that the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to solicit proposals through an open market competition and subsequently award a Firm Fixed Price (FFP) Contract for the Institute for Learning, Education and Development [ILEAD], Production and Delivery [PD] Service Line in Saint Louis, MO. Please note: this is being issued in connection with Request for Quote (RFQ) 36C77626Q0214. The Department of Veterans Affairs (VA), Institute for Learning, Education, and Development (ILEAD) maintains a broadcast facility in St. Louis Missouri, to include live satellite video delivery. ILEAD uses EEG closed caption encoders and the EEG iCAP caption delivery service to provide real-time closed captioning for live satellite video delivery. ILEAD previously replaced their EEG HD490 caption encoders with a total of (5) EEG HD492-O-O1G Closed Caption Pro Encoders that requires annual support. This requirement will be open market using RFO Parts 12 and 15. To be eligible for award consideration, the prime vendor must be registered in SAM.gov as a business in NAICS 541519. The solicitation will be issued as a Request for Quote (RFQ). The NAICS code is 541519 and the Small Business Administration Size Standard $34 Million. This will be a firm-fixed-price contract with four 12 month option periods. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to Kymberly.Morgan@va.gov and Rachael.avery@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Contracting Opportunities on SAM.gov via the internet to provide notification of any amendments to this notice and the subsequent solicitation. It is the contractor s responsibility to view Contracting Opportunities daily for any amendments to this notice and the solicitation. The VA estimates that the solicitation and related amendments will be posted to Contracting Opportunities on SAM.gov on or around 5/18/2026. The solicitation is anticipated to be issued for 7 calendar days and close 6/01/2026. Solicitation initial posting date and the closing date are subject to change as necessary. Any responsible Offerors may submit an offer upon release of the solicitation. All Offerors must be registered in the SAM database prior to award of a contract.
