Description
This is solicitation SPE602-25-R-0705 for the annual bulk fuel procurement for the Rocky Mountain/West Coast/Offshore (RMW) 2025 Purchase Programs. The fuel procured from this buy will cover various bases in the Rocky Mountain/West Coast/Offshore region the United States. The NAICS code for this procurement is 324110. Please note the suspense for responses is Thursday, March 20 at 3:00 PM Fort Belvoir, VA time. The Program's Ordering Period is date of award through September 30, 2026. The Delivery Period is October 1, 2025, through September 30, 2026, with a 30-day Carry Over period. The delivery methods will be Tanker, Barge, Truck, and Pipeline, both FOB Origin and Destination, depending on the specific requirement and location. The Total Estimated Quantities are as follows: Turbine Fuel, Aviation (JAA) 9130-00-359-2026, PP 2.2b/~ 569,943,000 USG Turbine Fuel, Aviation (JA1) 9130-00-753-5026, PP 2.2b/~ 89,069,000 USG Turbine Fuel, Aviation (JP5) 9130-00-273-2379, PP 2.2d/~ 143,058,000 USG Fuel, Naval Distillate (F76) 9140-00-273-2377, PP 2.5b/ ~ 120,900,000 USG DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 30.81% of the fuel quantity is set-aside for small business concerns. If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct. This solicitation is available on the World Wide Web https://www.sam.gov. Please be advised that a copy of the solicitation will not be available to email due to the size. DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. Utilization of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
