Description
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 8, hereby provides notice of its intent to award a sole-source, firm-fixed-price contract to Werfen USA LLC for the acquisition of GEM Premier 5000 Blood Gas Analyzers (BGA) and associated consumables. This requirement is in direct support of the Pulmonary Section, Medical Service, at James A. Haley Veterans Hospital, located at 13000 Bruce B. Downs Blvd., Tampa, FL 33612. This procurement will be conducted pursuant to FAR 8.405-6(a)(1)(i)(C), as a logical follow-on to an existing Federal Supply Schedule (FSS) order. The original order was placed in accordance with applicable FSS ordering procedures. The resultant contract will be a firm-fixed-price agreement under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing), which has a small business size standard of 1,000 employees. A Sole Source Justification has been executed and approved in accordance with regulatory requirements. The anticipated period of performance is February 1, 2026, through January 31, 2027. This notice does not constitute a solicitation for competitive proposals. No solicitation will be issued. The Government has determined that competition is not in its best interest for this requirement. However, interested parties may submit a capability statement demonstrating their ability to provide the required GEM Premier 5000 BGA and consumables. Responses must include sufficient, clear, and convincing evidence that competition would benefit the Government and that the respondent can fully meet the requirement. Capability statements shall be submitted no later than 5:00 PM Eastern Standard Time on January 9, 2026, via email to Quentin.Ford@va.gov. Telephone inquiries and requests for clarification will not be accepted.
