PRE-SOLICITATION NOTICE - N4033926RF503PSL Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Bahrain (FLCB) Action: Pre-Solicitation Notice Agency: Department of the Navy DoDAAC: NAVSUP FLCB (N40339) Location: Manama, BAHRAIN Classification Code: J998 � Non-Nuclear Ship Repair (East) NAICS Code: 336611 � Ship Building and Repairing -------------------------------------------------------------------------------------------------------- Subject: USCGC SENTINEL-CLASS CUTTERS FY26 QL3 Engine Overhaul Project. Solicitation Number: N4033926RF503 Description: This is a pre-solicitation notice for an upcoming requirement by United States Coast Guard (USCG) SENTINEL-CLASS CUTTERS which is scheduled for a Dockside repair in July 2026. The Dock Side maintenance availability is designed to complete all standard recurring maintenance items for propulsion engine overhauls. The anticipated scope of work consists of one (1) work item as shown below: WORK ITEM 1: USCG SENTINEL-CLASS CUTTERS MDE, 8000 Hour Maintenance (QL3), Perform Technical drawings and specifications will be provided upon request after the solicitation has been issued. The work will be performed at the cutter's homeport facility located at Naval Support Activity Bahrain (Mina Salman Port). The anticipated Period of Performance (POP) is from 14 July 2026 to 1 September 2026. Projected Solicitation: The Government anticipates issuing a Request for Proposal (RFP) in MARCH 2026. The solicitation and any subsequent amendments will be made available through the System for Award Management (SAM.gov) website. Competition and Eligibility: The solicitation upon issuance is intended only for sources duly authorized to operate and do business in Bahrain, as prescribed by DFARS 225.603(3). In addition to the general standards in FAR 9.104-1, to be determined responsible, the prospective contractor must have completed all registration requirements for access to US government installation, equipment, and personnel in the US Government Information Technology (IT) Joint Contingency and Expeditionary Services (JCXS) system containing the Joint Contingency Contracting System (JCCS) module found at www.JCCS.gov. This registration shall be maintained throughout the performance of the contract. Set-asides: No socio-economic set-asides will be used for this acquisition. Point of Contact (POC): Dennis R.
