Description

P-8A MFDAU Data Expansion and PCMCIA Card Elimination Demonstration PSC: 1680 NAICS: 334511 Solicitation Number: N00019-25-RFPREQ-APM290-0216 (2) The Naval Air Systems Command (NAVAIR) intends to award a contract to Teledyne Controls El Segundo, CA on an other than full and open basis. These efforts shall be procured pursuant to 10 U.S.C. 302(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The contract action will cover designing, developing, testing and manufacturing a system to augment the current P-8A Multi-Functional Data Acquisition Unit (MFDAU) for the P-8A platform. Additionally, it will provide Windows license for the Teledyne AirFASE analysis software. Contract award is anticipated to be FY26. Teledyne is the Original Equipment Manufacturer (OEM) of the P-8A MFDAU system and AirFASE software. The MFDAU system was commercially designed and developed, so the Government does not have any technical data rights for this system. Therefore, Teledyne Controls is the only responsible source with the requisite knowledge, experience, and technical data that can meet the Government's requirements without resulting in unacceptable delays in fulfilling the Navy�s requirement. This notice of intent is not a request for competitive proposals. Interested persons may submit a capability statement identifying their interest and capability to respond to this requirement. The Government will consider any capability statements submitted by identified closing date of this announcement.
