Description

The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-26-R-4438 for the execution of the USS WICHITA (LCS 13) and USS THOMAS HUDNER (DDG 116) Docking Selected Restricted Availability (DSRA). These availabilities include a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable piers (for the applicable ship classes) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. These availabilities are solicited on a coast-wide basis on the East Coast under a single solicitation. These availabilities are expected to be awarded as two (2) separate Firm-Fixed-Price contracts. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for short term availabilities to the homeport, provided there is adequate competition. Per Navy policy, when adequate competition does not exist within the homeport, the solicitation area to be considered will be concentrically expanded outward from Naval Station Mayport, Jacksonville, FL until expressions of interest from two or more qualified offerors, as determined by the Procuring Contracting Officer, are received. This solicitation is issued electronically via PIEE and interested offerors should monitor the PIEE/SAM.gov page for any applicable solicitation amendments, thereafter. This posting does not include relevant J Attachments. Potential offerors will need to request access to all J Attachments by providing a written request to the Contract Specialist, Meghan Walsh, at meghan.k.walsh4.civ@us.navy.mil and the Contracting Officer, Paul Kang, at paul.k.kang.civ@us.navy.mil. Include your company SAM Unique Entity Identifier (UEI) number with the request so that contractor status can be confirmed in the System for Award Management. These attachments will be transmitted via DoD SAFE. In addition, there are references that contain limiting distribution statements and will not be disseminated from the Contract Specialist. J-9B Compartment Closeout List, and Att. J-10B Open and Inspect List; (4) Incorporate updated USS WICHITA and USS THOMAS HUDNER Att. J-4AB; (5) Add CLINs 0035 and 0036 for SDVG on CLINs 0016 and 0018; (6) Update description for CLINs 0031-0036; (7) Update CLINs 0007, 0008, 1036, 1042, and 1044 to Option CLINs; (8) Reserve CLINs 0036, 1091, and 1097 to be deleted at time of award; (9) Update Clause 52.217-7 VAR II Latest Option Exercise Date to reflect Option CLIN updates; and (10) Update language in Section L from proposals "shall be valid for a minimum period of six (6) months" to "180 days".
