Description
The Department of Veterans Affairs, 1601 Brenner Ave. Salisbury NC 28144 has a requirement for a contractor to provide all labor, material, supplies, equipment, transportation, permits, license and qualified supervision for Project 659-22-100, to update and consolidate the energy management system providers serving building 2. General Scope: The project involves the upgrade and consolidation of the Energy Management Systems (DDC) providers serving Buildings 2 on the Salisbury VAMC Campus. The new system will follow Native BACnet protocol and be able to replace existing JCI and Schneider components with a single front-end user interface compatible with Siemens. This project is to convert systems from both pneumatic controls and obsolete DDC controls to the Siemens Desigo Native BACnet central system, where applicable, for Buildings 2. SCOPE OF WORK: The Scope of work associated with the project includes the following: Network & User Interface Appropriate modifications to the existing network and cabling layout (Ethernet & MSTP) for the purpose of integration, including the installation of new Desigo panels. Terminal Unit Controls 1) Modifications required to replace the Tridium/Niagara controls with BACnet, Siemens Desigo compatible controllers and sensors (where required). Include in the recommendation, devices that can remain (relays, switches, valves, damper motors, sensors, etc.) To include the following: (i) New Siemens server to replace the existing Siemens server. (ii) Front-End Graphical User Interface modifications, including new floor plans for every level of Buildings 2. (iii) Main equipment panel and controller installations. (iv) Panel installations. (v) Panel modifications and replacement, and controller replacements, required on the main systems. (vi) Ethernet-level networking modifications. (vii) BACnet MSTP networking modifications. (viii) Pneumatic terminal-unit controller replacements. (ix) Removal of the compressed air system serving control components and devices. to include all hardware, software, installation, wiring, cabling, programming of systems, graphics, and setup of alarms, schedules and trending; as well as networking requirements required to into a new Siemens server in accordance with the VA standards. Applicable Codes and Standards: DVA HVAC Design Manual, March 2024 ASHRAE Standard 13 Specifying Building Automation Systems ASHRAE Standard 135 BACnet Communication Protocol IEEE 802.3 Standard for Ethernet NFPA 70 National Electrical Code Estimated construction magnitude is between $2,000,000 and $5,000,000. NAICS Code 238220 Size Standard Table: $19 Million This solicitation is anticipated to be a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. In accordance with Public Law 109-461 and VAAR 819.7003 (b), offerors must be registered and certified in the SBA Certification database as a SDVOSB. Only offers from certified SDVOSBs in the SBA database at the time of offer shall be deemed eligible for award. Network Contracting Office 6 (NCO 6) intends to issue a Request for Quotation (RFQ) and award a single, firm fixed-price contract. Solicitation material will be available on/about February 11, 2026. Any specifications, drawings and amendments will be posted on the System for Award Management (SAM) Contract Opportunities website (https://sam.gov/opportunities). The Contract Opportunities website is the only official location to obtain solicitation information and documents. Offers will be due approximately 30 days after issuance of the solicitation. Only one (1) site visit will be scheduled. Location and point(s) of contact for the site visit will be identified in the solicitation. This notice is for informational purposes only and is not a request for quotation. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. No offerors list is maintained. All interested vendors should register on SAM.gov. Interested offerors are advised they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers and should revisit the website periodically for any amendments/notices to the solicitation. Prospective contractors must be registered in the SAM database in order to obtain access in Contract Opportunities.
