Description

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a contract with fixed price and cost type line items to BAE Systems. The contract will procure an estimated quantity of approximately 120 Dual Band Decoys (DBD) per year as well as associated support equipment repairs in support of the F/A-18E/F platforms. This contract is planned to contain a base year with up to two option years and is intended to satisfy requirements for Fiscal Year (FY) 2027 through FY2029. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� BAE Systems is the only contractor who possesses the manufacturing technology, infrastructure, capacity, and platform qualifications to complete all requirements detailed in the related Sources Sought Notice posted to SAM.gov on 17 April 2026. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government�s requirements. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Information received will be considered solely for the purpose of determining future competitive opportunities. All inquiries and concerns must be addressed to the Contract Specialist, Elizabeth V.
