Description

Naval Facilities Engineering Command, Southwest is announcing its intent to issue a Request For Proposals (RFP) for Natural Resource Services at various locations within Naval Facilities Engineering Command, Southwest’s (NAVFAC SW) area of responsibility including but not limited to the following States: Arizona, California, Colorado, Nevada, New Mexico, Utah, and the States of Oregon and Washington. This procurement is a 100% Small Business (SB) set-aside with the intent to award no more than four Firm-Fixed Price, multiple award contracts under the North American Industrial Classification System (NAICS) Code 541990 - All Other Professional, Scientific, and Technical Services. The Small Business Size Standard for this NAICS Code is $15 Million. The services to be acquired will be for offerors to perform natural resource services at various locations within Naval Facilities Engineering Command, Southwest (NAVFAC SW) area of responsibility including but not limited to the following States: Arizona, California, Colorado, Nevada, New Mexico, Utah, and the States of Oregon and Washington. Natural resource services include biomonitoring, inventorying, surveying, mapping and related technical data and reports in compliance with applicable Department of Defense (DoD); Department of Navy (DON); Federal, State and local statutes and regulations; and with DoD and DON policies, instructions and guidance in accordance with the contract requirements. Formal source selection procedures will be followed as prescribed by Federal Acquisition Regulation (FAR) Part 15 and DFAR Supplement as applicable. Proposals will be evaluated based the best value trade-off process. Evaluation will be based on price and the following Non-cost/price factors: Factor 1– Corporate Experience of the Offeror; Factor 2 – Program Management Approach; Factor 3 – Safety; Factor 4 – Past Performance on Recent, Relevant Projects. The Government’s intent is to issue Multiple Award, Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity type contracts, to up to four contractors, for a two-year base period and a three-year option period. The minimum guarantee of $5,000.00 for each basic contract awarded. The minimum guarantee applies to the five-year term of the contracts. The aggregate value of task orders issued under the contracts will not exceed $30,000,000. Fair opportunity will be provided for all resulting task orders in accordance with FAR 16.505(b). The solicitation will be available by electronic media under solicitation number N6247319R6005 and can be viewed and downloaded, free of charge, via the Internet from the Navy Electronic Commerce (NECO) website at URL: http://neco.navy.mil and from the Federal Business Opportunities Online (FedBizOpps) website located at URL: https://www.fbo.gov. No paper copies of this solicitation will be issued. Amendments will be posted on the NECO and FedBizOpps websites for viewing or downloading. This will be the only method of distribution for this solicitation; therefore, it is the offeror’s/contractor’s responsibility to check the website(s) periodically for any amendment(s) to this solicitation that may be issued, if any. Numbered note #1 applies. The RFP/solicitation issue date is expected to be on or about March 19, 2019. The closing date for receipt of proposals is expected to be April 18, 2019.
