THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this notice is to conduct market research and obtain information from qualified Contractors who are able to meet the requirements identified in the accompanying Statement of Work. This is not a solicitation. A solicitation will be issued at a later date. This notice does not restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any Contractor for any cost incurred in developing information provided to the Government. The Albany VAMC, 113 Holland Avenue, Albany, NY 12208) is seeking vendors for two updated (ENT) Ear, Nose and Throat examination microscopes with a domestic preference that fulfills the salient characteristics below. The NAICS Code is 339112-Surgical and Medical Instrument manufacturing. Interested Contractors are reminded that in accordance with FAR 4.12, prospective Contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Your response needs to address how you will meet the Government's requirements. Statement of Work (SOW) ENT Microscope Procurement VA Albany Stratton Medical Center (528A8), Albany NY 1. Introduction The Albany Stratton VA Medical Center, located at 113 Holland Ave, Albany, NY 12208, is initiating the procurement of updated Ear, Nose, and Throat (ENT) examination microscopes to replace aging units presently in service. The current equipment no longer reliably supports the clinical or diagnostic needs of the ENT service and has reached end of life in both maintainability and manufacturer support. This acquisition seeks to ensure ENT providers have the high precision visualization tools required for accurate diagnosis, routine procedures, and minor surgical interventions essential to Veteran care. 2. Background and Objective The ENT Clinic evaluates approximately 45 50 Veterans per week, many presenting with cerumen impaction, tympanic membrane pathology, chronic otitis, foreign bodies, and other conditions requiring detailed microscopic visualization. The objective of this procurement is to secure two (2) high quality ENT examination microscopes brand name Leica M320 or equal that meet clinical performance standards, ergonomic requirements, and facility compatibility. 3. Scope of Work The contractor shall provide and deliver two complete microscope systems that meet the salient characteristics described herein. The vendor shall perform on site installation, calibration, and functional verification of all equipment. Biomedical Engineering (Biomed) will perform incoming inspection, safety checks, and configuration reviews to ensure conformance with VA technical and regulatory requirements. 4. Salient Characteristics Quantity 2 ENT Microscope preference is for a domestic microscope and must include the following salient characteristics, Floor stand, - Power Cable, 5M, Top Plate, Dust Cover, Handles, Optics carriage with inclined swing arm, Objective f = 250 mm manual focus, Straight binocular tube, short, Type II (T Type), Eyepiece f. spect. w s 12.5×/17Bm Type II, Adjustable multifocal objective with working distance 200 300 mm, LED illumination, Ergonomic controls, Stable floor stand base, Integrated cable management, Serviceability for PM and repairs, Compatibility with 120 VAC and UL/IEC requirements. 5. Place of Performance Outpatient Specialty Clinic, Station 528A8 5th Floor, A Wing ENT Clinic 6. Period of Performance N/A One time equipment procurement 7. Contractor Tasks and Deliverables - Delivery of all components properly labeled - Installation and assembly in clinic - Operational verification with vendor & Biomed - User training for ENT staff - Full documentation delivery 8. Delivery Schedule Equipment must be delivered, installed, and training completed within 90 days of order. 9. Inspection and Acceptance Biomedical Engineering will conduct incoming inspection, safety testing, and configuration review. Logistics will complete formal receiving. Any deficiencies will require vendor correction prior to acceptance.
