Description
This is a request for proposals (RFP) for Technical Expertise and Support Services for the FHWA Office of Safety. This is the finalized RFP from the posting entitled "Draft RFP - Technical Expertise and Support Services for the FHWA Office of Safety." Minor changes from the draft document are noted in red font color in this final RFP. Amendment 1 extends the Phase 1 due date through December 2, 2025. Please note updated Phase 2 and oral presentation dates as well. Amendment 2 posts answers to questions, posts an updated version of the RFP document, posts an updated Attachment J.1, and posts a Word copy of Attachment J.3. Amendment 3 posts answers to Phase 2 questions (2 questions) and posts an updated RFP. Phase 2 proposals will only be accepted from Offerors that submitted responsive and compliant Phase 1 proposals. Amendment 4 posts the answer to an additional Phase 2 question. Amendment 5 posts answers to additional Phase 2 questions as well as an updated RFP document. Please submit any remaining questions no later than COB 1/2/26. If you submit questions after this time, please also copy Melanie.Pollard@dot.gov. The Government reserves the right not to answer any questions received after COB 1/2/26. Amendment 6 posts additional answers to questions, updates the due date/time for Phase 2 proposals to 3pm 1/9/26, and makes changes to the RFP described below: Please note that the Government has determined that Scenario 1 will be removed from Requirement 3 for Offeror's oral presentations. This means that the Government will only evaluate Scenarios 2 and 3 under Requirement 3. Offerors are permitted to present up to 12 slides (+1 cover slide) in 25 minutes to address Requirement 3. RFP Amendment 6 reflects these changes. Due to the late nature of this change, if an Offeror submits a proposal that still includes slides addressing Scenario 1, the Government will remove those slides from the presentation. The purpose of Amendment 7 is to give Offerors additional time to submit Power Point Slides for Requirement 3 Scenarios 2 and 3. An updated slidedeck in PowerPoint for Oral Presentation Requirement 3 Scenarios 2 and 3 only may be submitted no later than 3pm Monday January 12, 2026. The remainder of the offeror's Phase 2 proposal remains due no later than 3pm 1/9/26. Any Phase 2 proposals received after these deadlines may be rejected without additional consideration.
