THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. ANY PROPOSALS SUBMITTED IN RESPONSE TO THIS NOTICE WILL NOT BE REVIEWED OR RETAINED. This pre-solicitation amendment notice is to provide additional resources for the forthcoming Fence to Fence Environmental Services for Grand Forks/Ellsworth/Minot AFB/Offutt (GEMO) Air Force Bases Acquisition. Interested parties are strongly encouraged to review the documents below. 1. Release of F2F GEMO Site Visit Slides As identified in the previous notice, site visits were held at the F2F GEMO locations April 20-23, 2026. The slides presented during the site visits are now provided with this notice. The slides offer supplementary context and detail regarding the operational requirements and scope discussed during the sessions. 2. Release of DRAFT F2F GEMO Performance Work Statement (PWS) The DRAFT Performance Work Statement (PWS) for the F2F GEMO Environmental Services acquisition is also being released concurrently with this announcement. This document is provided for industry review and feedback and outlines the preliminary scope, requirements, and desired outcomes of the planned acquisition. 3. Request for Questions The Government is soliciting questions from interested parties regarding both the recently released F2F GEMO site visit slides and the DRAFT PWS. All questions must be submitted electronically no later than 3:00 pm CST on Monday, May 4, 2026. Please utilize the attached Q&A Template to submit questions to the Contracting Officer, Wesley Mason at wesley.mason@gsa.gov and courtesy copy the Contracting Specialist, Audree Hicks at Audree.hicks@gsa.gov. Questions should reference the specific section and page number of the PWS or the title of the slide to which they pertain. The Government intends to answer all submitted questions in a forthcoming amendment to this announcement.
