Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) 8.401(b), General and RFO General Services Administration Acquisition Manual/Regulation (GSAM/R) 538.7104-3(b)(3). This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Pursuant to RFO 8.401(b), General, RFO GSAM/R 538.7104-3(b), Sole source justifications and RFO GSAM/R 538.7104-4(b)(2)(ii), Items peculiar to one manufacturer. The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), requires Sunflower Asset Management System (SAMS) Configured Portable Barcode Scanners, and the only approved device and configuration to work with the DHS SAMS is the Honeywell CN80G that is configured specifically for Sunflower software. This product is produced by only one manufacturer (Honeywell) and is only available from CGI Federal, Inc. (CGI Federal) who is the sole provider of Sunflower-configured barcode readers and services. SAMS configured barcode scanners must be used for this requirement because SAMS is the only asset management application approved and used by DHS. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. No solicitation will be posted as a result of this notice. This special notice is issued for informational purposes only. The justification and approval for sole source is attached.
