Description

The Federal Highway Administration (FHWA), Office of Acquisition and Grants Management, on behalf of the FHWA Federal Lands Highway Division, hereby gives notice of their intent to award a purchase order to ExeVision on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a), as only one source reasonably available and no other supplies or services will satisfy agency requirements. The Federal Lands Highway Division requires a laboratory information management system (LIMS) to maintain access to its currently licensed hosting platform which provides a project-based tracking system utilized to organize data including laboratory samples and test results, while ensuring product support and patching updates integrate seamlessly into the existing IT infrastructure. ExeVision is currently the only vendor identified as possessing the requisite licensing agreements for the products and tools currently integrated into Federal Lands� operating system, and is deeply integrated into the pre-existing ad-hoc tracking system as to result in significant and detrimental operational delays by implementing and transitioning into a new system. The LIMS system is vital to the Department�s conduction of mission-critical highway safety initiatives. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
