Continuation Page 1. In Section B.3 it states that the facility must be licensed under State or Federal authority, can you give me an explanation of what type of license is required? Response: This means that the facility/agency must possess the appropriate legal license(s) or certification(s) issued by either a State or Federal regulatory body, which authorizes operation of the agency s current services. B.3 PERFORMANCE WORK STATEMENT 6.4 The contractor s facility must be licensed under State or Federal authority and must meet all applicable local, state, and Federal requirements for licensing and health codes. Copies of valid licenses must be provided to the VA at the time of inspection and again each year during annual inspections. Where applicable, the facility must have a current occupancy permit issued by the authority having jurisdiction of the facility. 2. It was my understanding that the VA provides the facility on site at the VAMC at Northport? There is language in the RFP that says the contractor must have site control of the residential facility through ownership or a valid lease. Can you help clarify this information? Response: The services under this HCHV solicitation will be provided in a VA-provided building, located on the grounds of the Northport VAMC. The requirement in the RFP referring to site control of the residential facility through ownership or a valid lease is applicable in circumstances where the contractor is expected to supply the facility. For this solicitation, since the VA is providing the space, all health code and occupancy requirements for the facility will be managed by the VA. 3. Section B.3 states the 40-bed program "shall be provided on the grounds of the Northport VAMC," while Section 6.1 requires contractors to have "site control of the residential care facility through ownership or valid lease." These provisions appear to be in conflict. We request clarification on the following: Will the VA provide a facility on the Northport VAMC campus for the contractor's use, or is the contractor expected to independently secure an off-campus residential facility? Response: Yes If VA-provided, will the contractor be charged rent or an occupancy fee, and if so, at what rate? Response: The contractor will not be charged rent or an occupancy fee. Is the contractor's scope limited to delivering all residential services staffing, food, programming, case management, and 24/7 supervision within the VA-provided space? Response: Yes Can the VA provide the historical average annual occupancy rate for this program under the previous contract? This information is material to accurate pricing and would allow offerors to submit more competitive and realistic proposals. Response: The average annual occupancy rate for this program typically ranged between 85% and 95%. Future occupancy rates are subject to fluctuations based on veteran need. 4. I have a question regarding the HCHV contract, the wage determination does not show all titles of staff we have at the current HCHV contract? What should we use for wage determination? Response: You should find the Closest Match. Review the determination to see if there is a classification that encompasses the core duties of your unlisted role. The conformed wage must bear a "reasonable relationship" to the existing wage rates listed in the WD for similar skill levels. OR If duties do not align with any existing category, the contracting agency must submit a formal request to the DOL. Under SCA rules, this is done using an e98 form. 5. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. Response: This is a recompete. The existing contract is 36C24221D0058.
