Description

The Field Operations Support Services (FOSS) contract is to provide customer support services pertaining to immigration benefits for clients living within their designated areas. The Contractor provides records management and administrative support to 16 of the 86 USCIS field office locations throughout the U.S. to support adjudication efforts of Immigration Service Officers. An urgent and compelling need exists, and following the competitive procedures for a new contract would result in unacceptable delays and result in serious injury to the Government. Should the FOSS contract have a lapse in service, the agency would feel a direct negative impact in its ability to adjudicate immigration benefits accurately and effectively. This would not only directly harm both the mission of Field Office Directorate (FOD) but also the Directors priorities and the overall mission of USCIS. The period of performance for this short-term interim bridge contract will be 3 months from 3/1/2026 to 5/31/2026 with the ability to extend the contract further through FAR 52.217-8. The government anticipates issuing a competitive solictation through GSA MAS as a SDVOSB set-aside. The bridge contract will be awarded to the incubment contractor, Sciolex Corporation.
