Description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), Patuxent River, MD intends to negotiate and award a Firm Fixed Price delivery order, under existing Basic Ordering Agreement (BOA) N00019-22-G-0002, to the Bell Boeing Joint Project Office on a sole source basis to procure Nacelle Improvements Kits and Pylon Support Assemblies for retrofit of MV-22 and CMV-22 aircraft. This action is being awarded on a sole source basis to the Bell Boeing Joint Project Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� As the sole designer, developer and manufacturer of the V-22 Aircraft, the Bell Boeing Joint Project Office is the only company that has the requisite knowledge, experience, technical data, and qualified expertise to successfully perform within the required schedule. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested sources may identify their interest via submission of a Statement of Capability and Qualifications to perform this requirement electronically to the Point of Contact(s) listed within this notice. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
