Description

NOTICE OF INTENT TO ISSUE A SOLE SOURCE U.S. Immigration and Customs Enforcement (ICE) intends to solicit, negotiate, and award a sole source purchase order to Bi2 Technologies, LLC (Bi2) for licenses for the Inmate Identification and Recognition System (I.R.I.S.�) and the Mobile Offender Recognition & Information (MORIS�) for Enforcement and Removal Operations (ERO). The Government intends to award the sole source in accordance with the procedures of the Revolutionary FAR Overhaul (RFO) FAR Subparts 12 and 6.103-1. The Government conducted extensive market research and determined that Bi2 is the only company that can provide the required services. The information provided in this notice is subject to change and is not binding on the Government. The anticipated award date for this contract is March 2026. The anticipated period of performance for the purchase order will be 12 months from the date of the award. The solicitation will be issued under North American Industry Classification System (NAICS) Code 541519 � Other Computer Related Services. The Government contemplates the award of a Firm-Fixed-Price (FFP) Contract. This is not a solicitation for competitive quotes. However, any interested party may submit a statement of capabilities, which if received timely, will be considered by ICE. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. A statement of capabilities must be e-mailed with a subject line of �Intent to Sole Source� to Michelle Taylor at Michelle.L.Taylor@ice.dhs.gov and received by March 2, 2026 at 9:00 AM EST. A determination by the Government not to award this sole source requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
