Description
1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the replacement and upgrade of HVAC systems at CFA-608 and CFA-609. These systems are critical to maintaining environmental control and operational reliability in laboratory and high-bay spaces. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The HVAC systems at CFA-608 and CFA-609 are past their useful life, rely on outdated fuel oil-powered steam boilers, and are increasingly difficult to maintain due to part availability and aging infrastructure. Work summary will include: � CFA-608: o Replace the existing steam boiler with an electric boiler o Install a global building controller to integrate with the site-wide network o Maintain the existing 100% outside air unit and six heating-only fan coils in the high-ceiling lab � CFA-609: o Replace the existing steam boiler (installed in 1985) with an electric boiler of equivalent capacity o Replace the multizone air handling unit (AHU) controls, currently pneumatic, with modern equivalents o Maintain the DX coil for colling and steam coil for heating o Replace three unit heaters (UH-1: 30,650 BTU/HR; UH-2 & UH-3: 44,109 BTU/HR each) o Install a global building controller to tie into the site-wide network 3. PROCESS This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Quote (RFQ) process for award consideration. 4. SUBMITTAL REQUIREMENTS Interested vendors should submit an Expression of Interest that includes the following: � Company name and point of contact � Description of HVAC system capabilities relevant to the CFA-608/609 scope � NAICS codes and business size classification � Any existing DOE or federal contracting experience (if applicable) Deadline for submission: 05/01/2026 Submit to: Chase.Egbert@inl.gov Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFQ solicitation. 5. PROPRIETARY INFORMATION Because information received in response to this EOI may be business sensitive or proprietary to the responding party, respondents must mark information in their responses accordingly.
