Description

Solicitation number FA8119-26-Q-0013 is issued as an RFQ Repair of the Multipoint Refueling System Fuel Pump for the KC-135 aircraft. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. There is one approved source for this repair effort; Mission Systems Wimborne Limited. Due to the complexity and criticality of this item, only the pre-approved source meet the USAF requirements. This source has demonstrated the ability to successfully provide the repair services and has access to the required data. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is a sole source requirement to Mission Systems Wimborne Limited (Cage U1918). This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. ACQUISITION INFORMATION (ii) The solicitation is for a Basic year plus 4 1-year Options and a six month extension for NSN: 2915-99-909-5850. See solicitation for additional details. (iii) Description of requirements: The repair of 1 NSN, any over and above work connected to this NSN, and Data. (iv) Shipping instructions will be provided by the Production Management Specialist (PMS) prior to any shipments of serviceable assets. SOLICITATION INFORMATION Solicitation provisions and clauses that apply to the acquisition are listed in the solicitation and further can be found at 12.205(a)). This solicitation is posted as of 4/15/2026 and proposal is due by 5/15/2026 by 12:00 PM Central Time. Questions in regard to solicitation should be made to the points of contact listed. NOTICE: In accordance with FAR 5.101(c)(4)(v) when using the sole source authority FAR 6.103-1 all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All questions regarding this notice are to be submitted in writing via E-mail. All questions submitted to this office are subject to be posted in this notice along with the appropriate response(s). Vendor identities will not be disclosed. Prospective offerors must comply with all the requirements of the solicitation and any attachments thereto to be considered responsive. All offerors are to specify in their response whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Also offerors must specify whether they are a U.S. or foreign-owned firm. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition). The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
