Presolicitation Notice Presolicitation Notice Page 4 of 4 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 4 This notice is for Solicitation Number 36C24226B0052, Project Number 561A4-23-101 Replace Multiple Building s Water Heaters at the VA Health Care System, Lyons Campus, 151 Knollcroft Rd., Lyons, NJ 07939-5001. This shall be a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 238220 and has a size standard of $19 Million. The Magnitude of Construction for this project is between $1,000,000 and $5,000,000. Scope of Work: The scope of work shall generally consist of, but not limited to the following: The project involves upgrading the Hot Water Heater system (specifically Buildings 3, 7, 53, 54, and 143 and their associated mechanical and utility spaces). The existing domestic hot water heating systems at the Lyons VA Medical Center consist of aging tank type and semi-instantaneous water heaters and associated recirculation pumps that are inefficient, and beyond their intended service life. These units serve critical patient care, residential, and support areas and must be upgraded to meet current VA design standards, energy efficiency requirements, and plumbing and electrical codes while maintaining continuous hot water service to the occupied facility. The water heaters shall be replaced sequentially so that only one unit is taken out of service at a given time, and the others remain in full operation. This approach will ensure continuous domestic hot water service to the building throughout construction, with at least one operational hot water heater. Replacing these units will significantly reduce maintenance time, improve system control and enhance the distribution of hot water across rooms, floors, and departments. The contractor shall completely prepare site for building operations, including demolishing selected existing water heaters, recirculation pumps, and associated steam, condensate, and domestic water piping and furnish and install new semi-instantaneous steam to hot water heaters, recirculation pumps, condensate receiver/pump, piping, insulation, electrical feeders, disconnects, and controls as indicated in the 100% construction documents. Work also includes startup, testing, balancing, commissioning and training the VA plumbing staff on the new equipment. The contractor shall also furnish all labor, materials, tool, and supervision necessary to perform work for VA Project 561A4-23-101 Replace Multiple Building s Water Heaters, in accordance with AE drawings and specifications. Project Completion: 180 Calendar Days from Notice to Proceed (NTP). All other details and information shall be contained in the solicitation which shall be posted on www.sam.gov. The solicitation will be released on or about July 20, 2026. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions to the solicitation to be posted later shall be emailed. No hand-carried bids will be accepted. All prospective bidders must be currently registered in www.sam.gov , and be registered and verified as a Service Disabled Veteran Owned Small Business (SDVOSB) in https://search.certifications.sba.gov/ at the time of offer submission and before award of this procurement.
