Description

This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to EMD Millipore Corp., located at 400 Summit DR. , Burlington, Massachusetts 01803-5258. Services will be for one base year from 01/10/2026 through 01/09/2027 under NAICS 811210. The overall purpose of this requirement is to procure PM Services for clinical laboratory reagent water systems at the Southeast Louisiana Veterans Health Care System (SLVHCS) for pathology laboratory services at 2400 Canal St., New Orleans, LA 70119. This notice of intent is not a request for quotations; due to the unique characteristics needed for this service EMD Millipore Corp. is the only responsible source and no other supplies or services will satisfy agency requirements. Therefore, this service is typically procured through a Sole Source without competition under FAR 6.302-1. REQUIRED SERVICES: The Contractor shall conduct an annual maintenance visit, including mechanical, hydraulic, and electrical checks of the system. The contractor shall provide comprehensive checkups of the system specifications and operational functions. The contractor shall replace worn parts using a system-specific maintenance kit. The contractor shall test and make sure auditable service operating procedures are correct. Contractor shall also make sure software and firmware are updated as required by manufacturer. Under this PM schedule the contractor will make sure all necessary parts are replaced free of charge. The contractor will provide unlimited troubleshooting/repair visits during normal business hours of Monday Friday, 8am 5PM. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 12/27/2025 at 8:00 AM CST, to marcus.sidney@va.gov . When responding to this announcement, respondents should put Notice of Intent Millipore in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after December 27, 2025, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with EMD Millipore Corp. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
